I do not think that there is much convincing to be done.  All Telstra
business units charge each other for any of their services rendered.  Most
of the time they rip each other off so much just to keep the budget
allocations up.  Theres not much haggling to do just pay the price.  At
least you know the bill will get paid - not usually on time but eventually
it will be paid..

Telstra may purchase their bandwidth by the pipe size - but it
helps _a lot_ if you happen to also own the country's largest
ISP _and_ the country's largest Telco! No one can convince me
that Bigpond pays Telstra commercial rates for it's transmission
infrastructure!
