I'm assuming it did actually install, just that it gave that error?

> #rpm -ivh Bastille-1.2.0-1.1mdk.noarch.rpm
> error: cannot open Packages database in /var/lib/rpm

Have you tried rebuilding the database:

	rpm --rebuilddb
