[plug] reverse DNS and IP lookup

Folks,
What linux tools will do reverse DNS lookup on an IP address?
 And if DNS fails, is there an on-line database to say who has been
allocated a given address?

I've tried searching the 'net for revers DNS, but just found 'bind'
configs. And the DNS HOWTO doesnt help either.
