I have a Matrox G200 AGP, and it doesn't show up in /proc/interrupts, so
that may be a quirk of /proc/interrupts

however if I cat /proc/pci it shows:
    VGA compatible controller: Matrox Matrox G200 AGP (rev 1).
      Medium devsel. Fast back-to-back capable. IRQ 11. Master Capable.
Latency=64.  Min Gnt=16.Max Lat=32.

so it has been assigned IRQ 11

lspci -v shows the same info
