nslookup 139.130.89.1 tells you gw.wel7.Perth.telstra.net but you can
use any DNS tool (e.g. dnsquery) by looking up the full name of the
reverse address, in this case 1.89.139.130.in-addr.arpa, which will
yield (if defined) a PTR record containing the name.
As for online databases, try http://ipindex.dragonstar.net/
