I don't recall anyone ever giving an excuse. If we were wanting to prevent
people having excuses, this would be a good idea. As far as stopping
people from sending it in the first place, it just don't work. (in 99.9%
of cases :)

I hear you. Remember, though, that the flame wars are almost always
started by the people trying to justify their mistake against all
prevailing wisdom. Otherwise they'd be easy to prevent.
