Then you have to check if you have linuxconf installed if you do a

(i am presuming you are running redhat or some other distribution with rpm
packages ?)
 
rpm -qa | grep linuxconf

it should tell you if the linux conf package is installed


or try and locate it by "locate linuxconf"

if not then you have to install it, rpm -ivh
linuxconf
