That's it thanks David.  My old RPM was 3.0.4-0.48.  I could not install
4.0.2 or even 3.0.6 but I could install 3.0.5.  Then I could install the
couple of things I wanted to.

To install 3.0.6 I have to overcome the curious message "failed
dependency glibc >= 2.1.3 conflicts with rpm-3.0.6".  My glibc is
2.1.3-15.

To install 4.0.2 now I need:
  glibc >= 2.1.92
  db1 = 1.85
  libbz2.so.1
  libdb-3.1.so
  libc.so.6 (GLIBC_2.2)

May as well update from RH6.2 . . (did someone say to debian?)
