createuser was what I was looking for (I checked the man pages). But 
guess what? I just got the same error message:

Connection to database 'template1' failed.
ERROR: mdopen: couldn't open /var/lib/postgres/data/pg_shadow: 
Permission denied.

Do I need to chmod something here?
