Ok.. Ok.. I will restate what I said to make it more politically correct:  

The is caused by the fact that some routers on the Internet don't support 
ECN.  This means that if you use ECN (which would otherwise be the best thing 
since sliced bread) then you can't talk to said routers.

I agree that those people "should" ugprade their routers but in the absence 
of such upgrades, should you want to access those computers it before they 
are upgraded you can turn ECN off.
