[plug] Mandrake 8.1 enables ECN by default

...so if you can't get to the Commonwealth Bank (www.commbank.com.au) or 
specific other sites through a Mandrake 8.1 installation, that's why. Their 
border router appears to be the culprit. I've already politely complained to 
them, but it would probably help if you did too.

To temporarily disable ECN, do this:

    echo 0 >/proc/sys/net/ipv4/tcp_ecn
