[plug] mgetty + pppd problem

Ok, what am I doing wrong? I can't work this one out...

Windows 9x client using PPP and PAP to dial-up to a RH6.2 box running
mgetty and pppd 2.4.1 with it's own modem connection out to the Internet
(ppp0 via modem on ttyS0 with nolock being passed to pppd).

In /etc/mgetty+sendfax/login.config I'm calling pppd with:
/AutoPPP/ -  -  /usr/sbin/pppd debug file /etc/ppp/options.server
and pppd is suid root.

Then in /etc/ppp/options.server I have:
-detach
asyncmap 0
ttyS1
crtscts
lock
require-pap
refuse-chap
login
proxyarp
ms-dns 10.1.1.1
ms-dns 10.1.1.2

and then in /etc/ppp/options.ttyS1 to assign the IP addresses:
10.1.2.1:10.1.2.2

The client can get a terminal no problems, it's loading up PPP and getting
PAP up and running that's the issue. This is what happens on the dial-up
server when the client connects:

And obviously on the Windows client it gives me "Computer you dialled
didn't repsond to a network request" error.

To me it looks like ppp is trying to initialise the modem when the modem
is already up with a serial connection. Is that thinking right?

Anyone with ideas?
