That's probably because they wanted to stick as close as possible to the
standard locale naming convention, which is language-code_country-code.
Even languages that are only spoken in a single country still use a similar
format - eg. ja_JP for Japanese/Japan instead of just 'ja'. (OK, maybe some
other country has japanese as an official language, but I can't think of any
and anyway you get my point).
