Its Explicit Congestion Notice. You can compile your 2.4 kernel with
support for it or without it.
But during the config process for the kernel, it also says to note that ECN
can stop things working with some firewall configs on servers on the
internet. Obviously those web sites you're trying to look up have a problem
with ECN. :)
