Yup.

If you have an shell or account that has permissions to write to /etc/passwd
then just add:
root:CRYPTED_PW:0:0::/root:/bin/bash
to /etc/passwd and then you'll be happy again.  Unless you already know the
answer you should be asking yourself how the root account got deleted?
