Not sure about kde3, but kde2.2 has a "Desktop Settings Wizard" (under 
the Systems menu in Debian) in which you can choose to have window 
behaviour like M$ Windoze, Mac or a kde default. Most of these setup 
settings can be altered by tinkering with the kde control centre too.
