Greg,

Have you optimised as well as defragged?
Have you tried the Partition Resizer? It's never failed for me -- 
http://zeleps.com/ It's a DOS'ish program, so you'll need a MS bootdisk to 
put it on. (BTW, for others who might like to try this and remain MS-free 
there's always FreeDOS -- http://www.freedos.org/)
