Let me take a wild guess, Red Hat 7.2? :)

If so, rpm -e the ppp rpm in 7.2 and install the rpm from 7.1.  The 
version of ppp in 7.2 is broken in regards to using it as a dial-in 
server, its a known problem.  It causes those "IPCP: timeout sending 
Config-Requests" errors shown in the logs below, whereas the ppp rpm in 
7.1 works perfectly.
