[plug] No Woody Tripwire?

I've just noticed there's no Tripwire package in Woody/Testing (Debian), 
although there is in Sid/Unstable.

Does anyone know why it isn't in Woody? I thought it was quite popular. Is 
there a similar package in Woody that does the job better then?
