gzip doesn't make for optimal rsync, but at worst it's only ever going
to be 100% of the file size, which is exactly the same as you're
transferring over http, anyway.

Yes, ftp.wa.au.debian.org is rsyncable.

You might want to tweak your timeout options, as it sounds like it's
just giving up on the download. A longer timeout may just solve that
problem.
