Holy... something. This is actually surprisingly good.

It appears that the government can occasionally get things right - it
looks like someone with at least half a clue has written this up.

Seriously, I'm not kidding ;). It's worth a look. Unfortunately they don't
mention any of their plans to introduce detention centres for spammers, but
still.... :)
