It isn't. Its built into each XF86-4 vid driver, so either you've got it 
or you don't. As I discovered to my _extreme_ frustration with my 
NeoMagic based laptop which has video features on the chipset but the 
xf86 can't use them (reverse engineered, no docs available from 
manufacturer *sigh*).

"xvinfo" will tell you if (a) the driver supports xv and (b) if your 
hardware does.
