[plug] .raw Debian to burnable cd images (?.iso) on windows system?

Hello All, for someone who has  Debian cd images in "dot raw" format what 
do they need to do to burn them into cds from a Windows system (Adaptec 
Create CD)?  I searched google-linux in vain. I thought of simply changing 
the ending to "dot iso", but thought better of it and decided to ask you 
first.  Your help would be greatly appreciated.
