[plug] apache HEADER.html issues

Plug,

Somewhere along the line in upgrading my server running woody,
Apache lost the ability to use HEADER.(html|txt) files in directory
indexes. Now it's just a standard directory listing as produced by
Apache. I haven't been able to dig up any information on why it
mightve stopped working.

Has anybody else experienced this?
