[plug] Gnome static desktop for multiple users

Hi
I'm looking for information on how to set up gnome users with a custom
static desktop.  When a new user logs into gnome for the first time
he/she gets the standard gnome desktop.  
Is there is a particular document or some such that will start me out?
At this stage i don't want to use kde or icewm just gnome.
