[plug] Gnome static desktop for multiple users

Maybe I wasn't clear enough.
I want set up say.... 200 user accounts.  I would really rather not log
into 200 user accounts and configure each and every one.  I would like
to set up 1 and then use it similar to the /etc/skel directory.

I have figured out how to get the same panels by using /etc/skel but
there are many other setting that i would to deploy.  I also would like
to block users from changing to many of the settings. I figured that
gnome would have considered this and have a system in place.
