Have them try Scribus, currently in fairly rapid development. I
haven't yet tried it myself, it's just on my to-be-tried list:

Someone mentioned the other day that the Gimp (www.gimp.org) does not
do well at really high-res print-reproduction work. If that's not a
requirement, it's really pretty powerful, and may be an adequate
replacement for Photoshop.
