Thanks Leon, not having the time on fri arvo to test it out fully. A
quick test between two fresh users resulted in very few differences. The
main changes will be in OpenOffices .svc.... and a couple of evolution
files.
The read only part is a worry, i had hoped gnome had thought of this and
had systems in place for a multiple user rollout. We have to remember
that most users of M$ are used to not having decisions to make and left
to their own devices will inevitably "stuff it up"

You could always use a post-account-setup script to copy and modify any
files that the normal skel system won't/can't handle. Just use one or
two accounts to setup your default setup, and diff them to work out what
needs customising per user.
Once you have everything copied across, you should be able to make them
read-only, although I get the feeling that might break something. If
you change the ownership of the files, they won't even be able to chmod
them back (though they might be able to delete and recreate them if
they're smart).
The last way is, of course, to modify their login script to copy the
.gnome* files across everytime they login, so it doesn't matter what
they mess with.
