It took a combination of all of these.

'iptables -t nat -A POSTROUTING -o ippp0 -j MASQUERADE'

'route add default gw arjay' <gatway m/c>

'echo 1 > /proc/sys/net/ipv4/ip_forward'

Order doesn't seem to matter but missing any one failed.
