I kept this snippet from a post from the CUPS mailing list ages ago,  It was
from Til (the mandrake CUPS maintainer), so it is fairly authoritative.  The
/etc/cups/printer.conf should contain

BrowseAllow @LOCAL
BrowseOrder deny,allow
<Location />
Order Deny,Allow
Deny From All
Allow From 127.0.0.1
Allow From @LOCAL
</Location>
<Location /admin>
AuthType Basic
AuthClass System
Order Deny,Allow
Deny From All
Allow From 127.0.0.1
</Location>
