I'd also suppose if KDE is in control, one could turn on XmlRpc & use a
little python script like

include xmlrpclib

def focuswindow:
    server= xmlrpclib.Server("http://urlforxmlrpc")
    server.WhateverTheKdeCommandIsForFocusingStuff({TupleOfParameters})
