Only one vote is allowed per user or IP address. If you log in as a user, then
you can always vote once. If you're not logged in, only one vote per IP
address is allowed, so if you've voting via a proxy server, or your IP address
is variable (with dial-up connection for example) then someone else may
already have voted with this IP address.
