Problem solvered!

 From the "traps for young players" department...  I had a stale 
configuration in /etc/network/interfaces which was inappropriate for the 
target network and doing an ifconfig with "correct" parameters apparently 
conflicted with the settings specified in "interfaces".   End result was as 
described; inability to reach the outside world.   Adjusting the parameters 
in "interfaces" makes it all work again :-)
