Not only that, it fails Web Content Accessibility Guidelines 1.0 
(http://www.w3.org/TR/WAI-WEBCONTENT/) 

You would think they got a clue from the debacle over the Olympic Games 
site.

In fact it appears to break the governments accessability guidelines.
