[plug] WAIX Debian apt-proxy

Gday guys and girls,

Today we have setup a WAIX only apt-proxy hosted at 3FL (on the Westnet 
network).
It is set to retrieve from planetmirror any package requests which are not 
cached. Currently
it is setup for main, security and non-us.

To give this system a try, added these sources to your sources.list:
	deb http://mirror.3fl.net:9999/main/ stable main
	deb http://mirror.3fl.net:9999/security/ stable/updates main contrib
	deb http://mirror.3fl.net:9999/non-US/ stable/non-US main
I have found retrieving a package which is not cached sometimes times out, 
but on the
second attempt it comes down fine.
