He probably means that either:

 (a) he needs to use SOCKS with a username and password, or
 (b) he needs to tunnel through an HTTP proxy.

Presumably ANU (I'm thinking www.anu.edu.au, is that right?) would have
appropriate information on their IT support pages.

PS. What's MSN?
