[plug] CVS timezones

A quick CVS query.  

I'm just teaching myself how to use CVS and when commiting with keywords
in the files such as $Id$, the date it substitutes is in GMT, not WST
and I can't find how to change it no matter where I look.  More
importantly I guess is the server commit dates are also in GMT. It does
this on all the Debian systems I'm using.

My zone/time is correct:

/etc/timezone: Australia/Perth

date: Tue Apr 29 13:35:24 WST 2003

So how do I tell CVS which side of the world I am on?  I'm assuming it
can be done, as it sort of makes sense to be able to :)
