Yarrggh. I run two DHCP servers, but they know about each other and work 
quite politely together. One requires a certain vendor-ID, and serves 
PXE/Etherboot clients; the other handles the rest of the network.

You can't excise the DHCP server from the modem - say, with a chisel?
