Dia has WMF export on Win32 (it uses native APIs), but most people
simply suggest exporting EPS from your application of choice and using
pstoedit to convert to WMF.

As an alternative (though I haven't had a chance to play with it), GNU
Sketch is supposed to be able to export WMF fairly well, and imports
quite a number of formats (SVG included):
