[plug] planetmirror and cpan

Whilst installing a perl module over the weekend, MCPAN hung. 
Eventually traced it to planetmirror using active ftp and the firewall
rejecting the connect back. Has this just happened, or has my perl
reconfigured itself.  At some point I updated Bundle::CPAN, but this
went out in the middle of subsequent updates, not the first time after
it tried planetmirror.
