mkpasswd is in the whois package on my system, dunno why :)

$ dpkg -S bin/mkpasswd
whois: /usr/bin/mkpasswd

expect in woody only has mkpasswd examples, not the binary itself:

I use mkpasswd for filling in password hashes in irc server config files.
