Strange... I did this myself only the other day and it worked fine.  In 
fact it became a query on this list -- a way to automate the process for a 
series of such conversions.   What version of OO.o I wonder?   Mine is 
1.0.1 but I think there's a 1.0.2 in the wind.

Is there anything at all "odd" about the html document?   Mine had embedded 
tables (table within a table) and Word was barfing on that, would not even 
open the html, but OO.o came through with flying colours.   Does the same 
thing happen with other html pages?

In her reply to me, Jacqueline kindly mentioned the users at openoffic.org 
list to which I sent an e-mail but have as yet, no reply.   They might be 
more responsive for you on a straight-forward query though.
