Sure. Konquerer has a function to do just that.

If you want a basic function without KDE, then use igal which does
very much the same thing with a bazillion command-line options...

With Konq. and igal you can of course edit the HTML generated.

Unfortunately, neither will provide a cattledog into multiple
directories, but for a typical gallery, an overview of sub-pages can
be created manually.
