This is a bloody good question, imnsho ...

I can understand developers writing progs in VB ... its quick and dirty, and you
can get something going in a very short space of time that runs on a lot of
machines.  However, these days, you can use the same tools to write (effectively)
Linux progs, if you target winelib, instead of the win32 api.  That is, the subset
of win32 that wine supports.

I reckon this would be a good argument that could be put to the ATO, and the Govt
in general as a policy that could well get up.  It's pretty hard to argue with,
unless you *really* need something that wine doesn't support.  Which would
surprise me, in the vast majority of business apps.  You need a bit of a gui, and
a bit of database access, and a bit of networky stuff, and maybe that internet
thingy.
