I forgot to mention:

 - When testing your upstream servers, repeat the tests. Since DNS is
   usually transported via UDP, intermittent loss of packets can affect
   DNS resolution.
 - You could use a simple utility like mtr (home page at
   <http://www.bitwizard.nl/mtr/>, or `apt-get install mtr` if you have
   APT). This may quickly tell you if there's any obvious problem with
   your connection to the outside world. However, your VPN arrangements
   may interfere with its results when using its default settings.
