[plug] Prevent downloads

I know this is off topic, but I am doing some pro-bono work for the local
Telecentre (a volunteer organisation) and I was hoping someone on the list
might respond in the same spirit.

I was asked how the coordinator could prevent casual computer users (school
kids and tourists) from downloading applications like games, Real Jukebox,
etc, from the Internet .... and I can't think of a quick answer.

Currently there are 6 computers on a Windows 98 network with an Alloy
DHCP-server/Internet sharing gateway device.  They are about to upgrade and
I am trying to sell them the merits of Linux, but it would improve my
credibility if I can answer their present question
