I think you should have been reading this one:

    Telstra rejected a customer's application for iiNet ADSL,
    citing poor line quality, but later connected him to
    Bigpond ADSL.

That will be Telstra testing at 1500kb for all ISP applications, and 
testing at whatever linespeed the customer wants for their own 
applications.
