[plug] date and time

Ok thanks for that..

Not entirely sure where I went wrong.. I think my /etc/localtime somehow
got nuked. and i saw kde's clock and thought oh my, my computer is
getting really bad at keeping up with time and set it again.

well now all your messages were written at a sane time.

PS. I think tzconfig is a debian thing.. i dont seem to have it.
