Don't use ifconfig :) Yes it's hard to get debian's magic not to use
it, but if you need to bring it up right now(tm), use the ip tool.
ip addr ls
ip link set lo up
ip addr add 192.168.0.55/24 dev eth0
ip route add default via 192.168.0.1
etc...
If this doesn't work either, then something is seriously afoul :(
