They're installed in different places so there's no /need/ to need to
have a Conflicts: line - nothing actually breaks[1] as /sbin/ifconfig
will normally come first in root's path.  net-tools also contains a heck
of a lot more than just ifconfig.  (God only knows what possessed the
maintainer to make inetutils-ifconfig Provide: net-tools!)

Using the alternatives system would be bad because they're incompatible
from a command-line perspective.
